Statistics, as they say, are all in the interpretation.
In some cases they emphasise the truth, in other cases cloud it.
It is with this understanding that you are invited to peruse the following list of win/loss records for matches played by non-Test national teams against other non-Test national teams where two main criteria were used:
Matches adhered to regulations applicable in official ICC tournaments
ICC eligibility rules applied
I should explain that this list is not meant to be definitive and is provided for interest's sake.
At this point there are no steadfast rules as to what defines a 'One Day International' between non-Test countries - the above criteria are mine only as far as I am aware.
I have contradicted myself in a couple of respects with inclusions and exclusions:
The records of matches played by England CB and Wales in the Triple Crown have been included despite team being truly representative of their country
Records of matches played by New Zealand Maori in the Pacifica Cup were not included in the team records as the New Zealand Maori are a racial group and not a national team. (This is not to diminish the achievement of the team in winning the tournament)
ICC Trophy warm-up matches were not included nor were France's usual practice matches against Switzerland and Luxembourg. (Luxembourg did not meet ICC eligibility rules)
Two matches between Namibia and Scotland in Namibia were included as both were played to standard 50 over rules and players on both sides met eligibility requirements
I notice at this stage CricInfo has created ICC Trophy career records, and acknowledging the close relationship between it and the Association of Cricket Statisticians and Scorers either one or both organisations will define a criteria for either individuals and/or countries before too long.
From my three short years of compiling this page, I know this won't be a simple task for many reasons, especially in relation to those matches played before and outside the ICC's Development Program.
Depending on which country you support, your confidence will either be boosted or deflated by the realisation that your country's win percentage was probably only good as the teams it faced - a couple of the teams with 0.00 win percentages would thrash teams with 100% win records.
Amongst the winners of this table are the collective staff of the ICC's Development Program - 50 national teams are included in this table (although Italy and West Africa didn't quite make it to the field of play) - a figure unthinkable before the Program started. While some have fielded expat-laiden national teams before, Bahamas, Cook Islands, New Caledonia, Panama, Samoa, Tonga and Turks & Caicos Islands all played their first officially sanctioned international match sometime during 2001.
Notes:
Italy's and West Africa's scheduled matches during the ICC Trophy have been regarded as default losses as defined by the ICC.
