David Richards, the ICC Chief Executive in a fax to Reinzie Wijetilleke, Chairman, Interim Cricket Body dated June 23 states:

I thank you for your fax of 23rd June and previous correspondence. I am grateful for the trouble you have gone to in order that the ICC President is left in a clear position as to Sri Lanka's representation at the meeting of the Executive Board and Annual Conference, commencing today.

The President intends ruling that Sri Lanka may be permitted an observer at the Executive Board meeting owing to the unusual and exceptional circumstances pertaining at this time. An observer would not normally be permitted at the meeting of the board.
