Rules Governing the use of the Third Umpire & TV Replays

1.
GENERAL

The Home Province will ensure a separate room is provided for the third umpire and that he has access to a television monitor and direct sound link with the television control unit director to facilitate as many replays as is necessary to assist him in making a decision.

The third umpire shall call for as many replays from any camera angle as is necessary to reach a decision. As a guide, a decision should be made within 30 seconds wherever possible, but the third umpire shall have discretion to take more time in order to finalise a decision.

The on-field umpire has the discretion whether to call for a TV replay or not and should take a common-sense approach. Players may not appeal to the umpire to use the replay system - breach of this provision would constitute dissent and the player could be liable for discipline under the Code of Conduct.

2.
DECISIONS PERMISSIBLE FOR REFERRAL TO THE TV UMPIRE

In all matches incorporating televised replays, the on-field umpire shall be entitled to call for a TV replay to assist him in making a decision relating to a run-out, stumping, hit wicket appeals and to verify the fairness of a catch.

The bowler's end Umpire may verify the fairness of a catch with the TV Umpire, if after consultation with the Square-leg Umpire, he is unable to do so.

An on-field umpire wishing the assistance of a TV replay shall signal to the third umpire by making the shape of a TV screen with his hands.

If the third umpire rules that the batsman is out - a red light is displayed ; a green light depicts - not out. Should the third umpire be temporarily unable to respond, a white light (where available) will remain illuminated throughout the period of interruption to signify to the on-field umpires that the TV replay system is temporarily unavailable, in which case the decision will be taken by the on-field umpire. At centres where a white light is not available, the third umpire will communicate the period of interruption to the on-field umpires by means of the two-way radio transceiver.

3.
BOUNDARY DECISIONS

The on-field umpire shall be entitled to call for a TV replay to assist him in making a decision about whether the fieldsman had any part of his person in contact with the ball when he touched the or crossed the boundary line, or to ascertain whether a ball having been hit through the air and landing in close proximity to the boundary, landed within or over the boundary.

In the event of the on-field umpire wishing to convey to the TV umpire precisely what it is he is seeking clarification on, he will communicate his request by utilising the two-way radio transceiver. The TV umpire must communicate his decision to the on-field umpire with the use of lights, and in addition, confirm his decision by means of the two-way radio transceiver.
